Referring to your Despatch No. 173 of the 6th.

July, I have the honour to transmit the enclosed form of applica- -tion for promotion duly filled up by r. G. T. Bird.

The Captain Superintendent of Police reports that Mr. Bird is not a man whom he would care to have in the Police Force, even in the rank of Constable. In 1914 he was suspended by his employers for a period of a few days on the ground that he accepted favours from a Chinese Contractor employed in the Taikoo

Dockyard.
